Westford Village Stormwater Improvements Project

Description:
The study evaluated stormwater drainage concerns within the Town Common area of Westford and existing storm drain under VT Route 128 that drains stormwater from the Village Common area to the Browns River.  The area at the existing outlet pipe is eroded and requires relocation due to a redevelopment project on the 1705 Rte 128 property.  This study developed conceptual plans for relocation of the storm drain under Route 128 and possible outlet treatments and stormwater best management practices for improving drainage in the Village Common area.

Vermont Route 116 Crosswalk Scoping Study

South Burlington Multi-Site Crosswalk Assessment

Jericho Center Circle Stormwater Improvements, Final Design

In accordance with the agreement between the Town of Jericho, the Chittenden County Regional Planning Commission (CCRPC), and Hoyle, Tanner & Associates, Inc. (Hoyle, Tanner), this Final Design Report has been prepared to synthesize previous deliverables and to provide 100% Design Plans for development of two stormwater Best Management Practices (BMPs) within the Town Green located in Jericho Center. Preparation of this report was funded through a Design Implementation Block grant from the Vermont DEC Clean Water Initiative Program administered by the Mount Ascutney Regional Commission and through funds from the Town of Jericho. The following general purpose and need statements has been developed based on our initial meeting with Town and CCRPC Staff in 2019. Purpose The purpose for this project is to provide stormwater treatment for the Bolger Hill Road area and aid in the reduction of erosion that is currently occurring along Bolger Hill Road and to reduce the sediment accumulation at its intersection with Jericho Center Circle. Need The need for the project is to reduce the gravel, which comes from Bolger Hill Road, that gets washed into the Town Green and abutters properties after large storm events. The Town would like to improve the water quality in this area through the construction of Best Management Practices (BMPs) within this project. Goals The Goal of the project is to develop 100% Design Plans and Engineer’s Estimate of Probable Construction Costs for delivery to the Town and CCRPC. A Drainage study was completed by Hoyle, Tanner in January 2020 and was titled Drainage Alternatives Study, Bolger Hill Road Drainage Improvement Project, Jericho, Vermont (see link in Appendix A).

Jericho: Bolger Hill Road Supplemental Study, May 2021

The scope of the Bolger Hill Drainage Scoping project was to provide engineering services for the advancement to conceptual design (25%) of the Alternative #4 Design presented in the January 2020 Bolger Hill Road Drainage Alternatives Study. This project builds on that previous study that investigated drainage issues and evaluated improvement options for Bolger Hill Road in Jericho. A survey was conducted, and conceptual plans were drafted to more accurately develop a cost estimate for improvements to Bolger Hill Road. Further design aspects of the Bolger Hill Drainage Scoping project conceptual design are noted below. The Jericho Center Circle SW BMP Design project is not discussed further in this Design Narrative. The purpose of the project is to provide a roadway and drainage alternative that reduces the erosion that is currently occurring along Bolger Hill Road and to reduce the sediment accumulation at its intersection with Jericho Center Circle. Bolger Hill Road, Jericho: Drainage Alternatives Study

Colchester Inspection and Inventory of Existing Stormwater System

Hoyle, Tanner & Associates, Inc. completed stormwater structure and pipe condition assessments and recorded collected data in Town GIS format for future integration with the Town’s Asset Management Program. The overall stormwater infrastructure refurbishment need was identified and a Capital Budget Program for Stormwater Infrastructure was developed for future refinement by Town Staff to aid in future infrastructure planning efforts. Results of a Top Down pipe condition analysis - completed based on pipe material, typical service life and estimated installation year - broadly estimates $5.1M in stormwater infrastructure capital budget need. However, the results of the pipe segment Zoom Camera condition assessments indicate that approximately 75% of this $5.1M in stormwater infrastructure capital budget need had a “Pass” rating. This reveals that a significant amount of the stormwater infrastructure, although exceeding a typical service life, has some service life remaining. There were also Stormwater Pipe Segments that had an Emergency Rating indicating immediate work required. Many of these pipes were not in the $5.1M dollar Top Down evaluation.
