The feasibility of commuter rail service has been proposed for study on three routes serving Burlington and neighboring communities: 1. Montpelier Junction/Essex Junction/Burlington, 2. St. Albans/Essex Junction/Burlington, and 3. Middlebury/Burlington/Essex Junction. Determination of proposed commuter rail service feasibility is a four step process, incorporating the following successive assessments: Is the proposed service physically and operationally feasible? What patronage might the service attract? What would the service cost? Is the service sufficiently attractive to warrant the expenditure of public funds from a cost-effectiveness standpoint or on the basis of community goals and objectives?

This memorandum summarizes the findings and recommendations for the examination of locations along U.S. Route 7 in the Town of Milton. This document reflects comments received from the Town and the client, the Chittenden County Regional Planning Commission (CCRPC), at a preliminary briefing, and is accompanied by four scaled aerial photograph plan sheets depicting the recommendations. The memorandum is organized by the four locations examined along U.S. Route 7 intersections with: 1. Lake Road, 2. Main Street, 3. Middle Road/Railroad Street Extension, and 4. West Milton Road/Racine Road. Each of the locations is discussed below beginning with a description of existing conditions and observed problems.
