The Plan was managed by VTrans and prepared by the consultant firm KFH Group, Inc. with assistance of the Public Transit Advisory Committee, which served as the Study Advisory Committee. In addition, public information and comment meetings were held at two points during the plan’s development and drafts were presented to Executive Staff on two occasions. This Plan follows the Agency’s Policy Plan framework and is one of a very few statewide plans of this nature in the country. The plan identifies issues and numerous policies and actions, currently underway and proposed for the future, to be undertaken by the transit program, VTrans, transit operators, and others, that will help achieve Vermont’s transit vision and goals.

The CCTA Systems Plan and Operational Analysis is intended to redesign the transit system and the Transit Funding Alternatives Analysis explored the alternative funding mechanisms to generate the funds to support the new design. This report summarizes both the systems plan and funding alternatives. These projects explored a vision of what services CCTA would need to operate to optimize efficiency and effectiveness.
