The Colchester Avenue: Bikeways, Parking, and Intersection Safety Study was conducted in coordination with the Chittenden County Regional Planning Commission, City of Burlington, and an Advisory Committee consisting of community stakeholders. Public meetings and targeted outreach were also conducted to gather input from residents, property owners, and business owners along the corridor. The goal of this study was to identify transformational, long-term improvements along the Colchester Avenue corridor and at the intersection of Colchester Avenue and East Avenue that re-envisions the multimodal gateway corridor following years of incremental change outlined in previous planning and design efforts. The study focused on consistent, multimodal improvements for the one-mile long corridor from the connection with Pearl Street at the intersection of North and South Prospect Streets, east to the Greenmount Cemetery, then north to Barrett Street and the Winooski River crossing. In addition, the study pursued safety improvements for the intersection of Colchester Avenue and East Avenue.

Final report available here: https://www.oldspokeshome.com/one-mobility-audit The Old North End (ONE) is Burlington’s most economically, ethnically, and socially diverse community. The historically working-class neighborhood is a vibrant collective of arts, food, small business, and community-centered services, and is home to much of Burlington’s lower-income and migrant populations. This neighborhood mobility audit by the Old Spokes Home (bike shop and non-profit) sought to identify transportation investments that will improve pedestrian, bicycle, and transit access for traditionally underserved residents within the ONE to area jobs and essential services. A survey of those residents helped the project team to understand residents’ specific experiences, needs and barriers. Recommendations are made to enhance walking, biking, and transit connections to area jobs and essential services (e.g., shopping, educational centers, medical care facilities, etc.) at a neighborhood level, as well as suggestions on how to involve and engage traditionally underserved populations in planning projects.

Making Carsharing Electric in Vermont

This report details CarShare Vermont’s key findings and recommendations for effectively integrating electric vehicles (EVs) into shared fleets following a research-turned-pilot project. CCRPC funding supported research and planning, then CarShare Vermont self-funded a project to pilot our first EV with in-kind support from the Burlington Electric Department. The report provides more than 12 months of data about how the EV was used and by whom, its environmental impacts, and the financial and operational implications of converting to an electric fleet, as well as our recommendations for policies that will better support the integration of EVs into carsharing systems.

Railyard Enterprise Project Supplemental Scoping Final Report

In early 2013, the City of Burlington, in partnership with the Chittenden County Regional Planning Commission and in close cooperation with the Vermont Agency of Transportation and Federal Highway Administration, initiated the Railyard Enterprise Project (REP). The REP aims to address multimodal safety, mobility, and operational transportation issues and to advance economic development opportunities in the southern waterfront area of Burlington by improving access and mobility through new urban streets. The REP followed an enhanced scoping process under FHWA’s Every Day Counts/Planning and Environmental Linkages (EDC/PEL) initiative. The result of the REP Scoping Study was the selection, by the Burlington City Council, of three REP alternatives to advance into preliminary engineering and permitting under the National Environmental Policy Act (NEPA), a process required for using federal funds to finance transportation projects. This REP Supplemental Scoping Study is a follow-on to the REP Scoping Study and its goal is to further refine and evaluate one of those alternatives, Alternative 1B, and to explore the feasibility of implementing the project without federal funding, using state and local funds only, thereby needing to conduct a complex, lengthy, and costly NEPA process.

The Winooski Avenue Transportation Study supports the City of Burlington’s efforts to create multimodal Complete Streets throughout the City. The two-mile corridor from Riverside Avenue at the north end to Howard Street/Saint Paul Street to the south runs through the center of Burlington and provides mobility to and from the City and access to homes, shopping, and employment. This study identifies ways to address safety challenges, maintain a high level of multimodal mobility, and support community and economic development aspirations as set forth by the planBTV comprehensive plan for the City of Burlington.
