Essex Junction Village Brownfields Area Wide Assessment

Stone Environmental, Inc. (Stone) was retained by the Chittenden County Regional Planning Commission (CCRPC) to perform an Area-Wide Assessment (AWA) of the Village Center zoning district in Essex Junction, Vermont utilizing funds provided through a Brownfields Assessment Grant from United States Environmental Protection Agency (US EPA). The overall objective of the AWA was to provide a preliminary evaluation of environmental conditions and potential environmental concerns within the assessment area; this information will help inform planning for the Crescent Connector road project and potential redevelopment in the zoning district. To accomplish this objective, Stone reviewed pertinent historical documents, published geologic literature, Federal and State environmental databases, and Vermont Department of Environmental Conservation VT DEC Sites Management Section (SMS) files for known hazardous waste sites within and immediately upgradient of the Village Center zoning district (collectively the Project Area). This AWA relies on existing sources of information; no environmental sampling or on-site inspections were conducted.

The purpose of the Crescent Connector Scoping Study is to develop and evaluate design alternatives for a new local road (Crescent Connector) connecting VT 2A (Park Street) and VT117 (Maple Street) in the Village of Essex Junction. The Crescent Connector will intersect with VT 117 at Railroad Street thus providing access to VT 15 (Main St) as well. The purpose of the Crescent Connector road is to provide additional connectivity in the Village thereby decreasing traffic volumes at the congested Five Corners intersection. It will also provide opportunities for redevelopment in the area by providing access to currently under-developed parcels.

The purpose of this initiative was to create a multimodal transportation action plan for the Pearl Street corridor (Route 15) in the Village of Essex Junction. The study area is from the western most boundary of Essex Junction at the Susie Wilson Road intersection to the Five Corners, immediately adjacent properties, the rail line, driveways and connecting streets, as well as rail crossings either within, or close to, the study area. This multimodal study builds upon, expands and unifies concepts developed in numerous past studies of the Route 15 corridor. The plan recommends and prioritizes potential improvements to the corridor for the short, medium and long term and identifies a course of action to implement the proposed improvements.
