The following presents a traffic impact assessment for the proposed expansion of the Milton Square shopping center located on US Route 7 in Milton. This Project is being developed as a planned commercial development that will effectively consolidate the existing shopping center with two other adjacent commercial lots: the Minor Funeral Home and Lot 12C of the Haydenberry Subdivision.

The purpose of this study was to conduct a system-wide assessment of traffic flow and congestion along US 7 and the local streets within Milton’s town core. The system-wide assessment was necessary to develop a set of coordinated roadway and intersection modifications that support local goals. Transportation projects will most likely be designed and constructed one at a time by the Town, State, or private developers. The goal of this study was to ensure that each individual project, regardless of the year it is built and the public or private entity that builds it, helps achieve an overall plan for the study area.

The purpose of the U.S. Route 7 / Middle Road / Railroad Street improvement project is to create an overall intersection with acceptable geometry that can safely accommodate vehicles, bicycles and pedestrians and provide adequate capacity for future traffic conditions.

The Purpose of the Milton High School Access Improvements study was to identify existing deficiencies and concerns regarding High School access and recommend a solution that better serves the needs of the users.

The purpose of the U.S. 7 & Lake Road Intersection Study was to correct a substandard intersection.

The goals of this effort were to: 1. Develop a “vision” plan for linking existing or planned development and transportation facilities in the Town of Milton; and 2. Improve overall mobility and accessibility to the Town Core Area and other locations inside and outside of Milton.

The purpose of the U.S.Route 7 and Rebecca Lander Drive Intersection Upgrade study was to identify existing deficiencies and concerns regarding High School access and recommend a solution that better serves the needs of the users. This study was put on hold pending development of additional information and was updated in 2004.

This memorandum summarizes the findings and recommendations for the examination of locations along U.S. Route 7 in the Town of Milton. This document reflects comments received from the Town and the client, the Chittenden County Regional Planning Commission (CCRPC), at a preliminary briefing, and is accompanied by four scaled aerial photograph plan sheets depicting the recommendations. The memorandum is organized by the four locations examined along U.S. Route 7 intersections with: 1. Lake Road, 2. Main Street, 3. Middle Road/Railroad Street Extension, and 4. West Milton Road/Racine Road. Each of the locations is discussed below beginning with a description of existing conditions and observed problems.
