The purpose of this study was to conduct a system-wide assessment of traffic flow and congestion along US 7 and the local streets within Milton’s town core. The system-wide assessment was necessary to develop a set of coordinated roadway and intersection modifications that support local goals. Transportation projects will most likely be designed and constructed one at a time by the Town, State, or private developers. The goal of this study was to ensure that each individual project, regardless of the year it is built and the public or private entity that builds it, helps achieve an overall plan for the study area.

The memorandum is organized by the four locations examined along U.S. Route 7 intersections with: 1. Lake Road, 2. Main Street, 3. Middle Road/Railroad Street Extension, and 4. West Milton Road/Racine Road. Each of the locations is discussed below beginning with a description of existing conditions and observed problems.
