Description:
Consistent with JRH.19, from the outset of this process, the Natural Resources Board (NRB) and the Agency of Natural Resources (ANR) explored a variety of approaches and options for improving environmental protection in Vermont. The NRB and ANR heard from a wide cross-section of people from around the state, many of whom have experienced the permitting process first-hand. We also heard from other agencies and branches of state government. The public comments made clear that (1) Act 250, and in particular, the District Commission process works quite well; (2) ANR can improve some of its processes through internal changes; and (3) the appeals process needs major improvements.

Western Vermont Corridor Transportation Management Plan ~ Final Report

The purpose of the Western Corridor study is to evaluate transportation, land use and related conditions and create a Transportation Management Plan that presents a unified, long-term vision for managing and improving the transportation system in western Vermont. As an initial effort to coordinate planning over a vast study area, the plan does not recommend specific projects. Rather, it presents a broader vision and framework for transportation investment policies and strategies. Continuing the ongoing collaboration among the study partners will be key to developing and implementing specific projects and programs consistent with the recommendations of this plan. The plan is being coordinated with the Vermont Agency of Transportation’s ongoing project development efforts in the Corridor, including various railroad initiatives.

Vermont Roads and Bridges: To Fix or Abandon

During 2007 and 2008 the Snelling Center conducted a project focusing on the preservation of Vermont roads and bridges. The premise was that the condition of roads and bridges is critical to Vermont prosperity and to the viability of our communities in the 21st century. Failure to invest enough in preventive maintenance is leading to geometric increases in future costs. The project has included presentations, discussions, development of a Critical Data Guide, a business leader conference, and public surveys.

Report of the CCMPO Blue Ribbon Commission on Innovative Finance

The Board of the Chittenden County Metropolitan Planning Organization (CCMPO) recruited five prominent Chittenden County citizen-statesmen, each with extensive experience in the public and private sectors, to form a Blue Ribbon Commission on Innovative Finance of transportation (BRC). The charge of the BRC was to: "Provide recommendations by December 1, 2008 regarding viable innovative finance strategies to advance the region’s transportation needs, including all modes as well as the necessary connections with our land use, economic, environmental and quality of life needs."

Dynamic Striping in Four Towns Along Vermont Route 30 ~ Final Report

A study was initiated in the summer of 2005 to examine the effectiveness of experimental pavement markings intended to create a deliberate distortion of the environment and an illusion of an increasing speed. Testing and surveillance measures included monitoring traffic speeds prior to and following application, the collection of retroreflectivity readings, and observations from local residents.
