The CCRPC worked alongside the Vermont Agency of Transportation (VTrans) and the Town of Williston to evaluate the feasibility of creating a Transportation Improvement District (TID) at the Exit 12/Taft Corners area in Williston, VT. In 2014, the Vermont General Assembly passed Act 145 (H.740) which establishes a Transportation Impact Fee that may be required by an Agency of Natural Resources District Environmental Commission (DEC) or by VTrans to help pay for transportation improvements that directly benefit proposed or future developments. One mechanism by which Transportation Impact Fees can be assessed is through a TID. RSG was retained by CCRPC to analyze and evaluate the potential TID in this area and identify a pathway toward implementation.

This analysis evaluated the MUTCD guidance, commonly referred to as warrants, as it pertains to the installation of multi-way stop control at the intersection of North Williston Road and Mountain View Road. It can also be found as an appendix to the North Williston Road Scoping Study.

Appendix

The Chittenden County Regional Planning Commission (CCRPC) and the Town of Williston initiated this scoping study to analyze and evaluate alternatives to address residents’ concerns about speeding, cut-through traffic, and desire to improve multimodal safety on Maple Road.

This study investigated existing traffic conditions and addressed residents' concerns regarding vehicular speeds along Chamberlin Lane and Brennan Woods Dr., and recommended necessary traffic calming measures.

This study investigated existing traffic conditions and addressed residents' concerns regarding vehicular speeds at the Blair Park; and determined the necessity of traffic calming measures on the Blair Park loop.

The study evaluated the existing speed limit of 25 mph for existing travel and land use conditions on Metcalf Drive between Harte Circle and Coyote Lane; and presented findings and recommendations to Williston.

The purpose of this report is to expand the detail and information developed by the previous Mountain View Road Bicycle/Pedestrian Facilities Feasibility Study, dated February 4, 2014. The project area begins just east of the VT Route 2A/Industrial Avenue/Mountain View Road intersection and extends easterly approximately 13,000 feet (2.5 miles) along Mountain View Road to the Mountain View Road/North Williston Road intersection.

This study evaluated the existing traffic conditions and stop controlled intersections of Blair Park and Paul Street, and Zephyr Road and Day Lane to determine appropriate STOP sign configuration with recent changes in land use and traffic conditions.
