This document reflects comments received from the Town and the client, the Chittenden County Regional Planning Commission (CCRPC), at a preliminary briefing, and is accompanied by four scaled aerial photograph plan sheets depicting the recommendations. The memorandum is organized by the four locations examined along U.S. Route 7 intersections with: 1. Lake Road, 2. Main Street, 3. Middle Road/Railroad Street Extension, and 4. West Milton Road/Racine Road. Each of the locations is discussed below beginning with a description of existing conditions and observed problems.

This report describes the structure and development of the Chittenden County Regional Travel Demand Model. The objective of the model development effort was to produce a planning tool which could be used to consistently evaluate the regional transportation effects of a range of roadway improvement and development projects. The effort consisted of the design and administration of a resident survey questionnaire, collection of land use data for the entire Chittenden County region, compilation of data describing the regional roadway network, estimation of mathematical equations to describe travel behavior of residents, and implementation of the model into a commercial transportation planning computer package; TMODLE2.
