ECOS Plan Review: Regional Plan Assessments

Description:
The Vermont Association of Planning and Development Agencies (VAPDA) requested this outside assessment of the 11 regional plans. This project is a continuation of VAPDA’s efforts to evaluate and improve upon the effectiveness of regional planning initiated by the 2010 Challenges for Change. In 2011, VAPDA hired the National Association of Development Organizations (NADO) to conduct a statewide strategic assessment to evaluate the capacity and potential of the RPCs to serve as a resource for state government and their communities. One of the findings of the NADO report identified a need to “establish a higher level of consistency and performance across the entire statewide network of RPCs.”  This assessment is intended to examine the consistency, completeness and effectiveness of the regional plans in regard to meeting statutory requirements, implementing the state’s planning goals, and fulfilling their prescribed roles.

Act 146, An act relating to implementation of challenges for change was enacted by the 2010 General Assembly of the State of Vermont and signed into law by the Governor of the State. Section G11(a)(b) requires the Chittenden County Metropolitan Planning Organization (CCMPO) and the Chittenden County Regional Planning Commission (CCRPC) to develop a plan for action steps and a timeline for the merger of the two organizations.

Estimating Tourism Expenditures for the Burlington Waterfront Path & the Island Line Trail

The objective of this project is to estimate the economic activity associated with non-resident users of the Waterfront and Island Land Trail. In this study, the economic activity is estimated, which is associated with visitors using the Waterfront Trail in Burlington and also on the Island Line in Colchester where the trail follows a causeway into Lake Champlain to a cut where ferry service is provided at limited times during the summer season by Local Motion. Some of the data used in this project were provided by Local Motion who conducted an observational study at four locations on the trail in August 2008.

2013 Chittenden County ECOS Regional Plan

In October 2010, CCRPC was awarded a Sustainable Communities Regional Planning Grant from the Partnership of Sustainable Communities (US Departments of Housing and Urban Development (HUD), Transportation (DOT), and the Environmental Protection Agency (EPA). One of the major deliverables of the grant is an updated and enhanced Chittenden County Regional Plan. With these new resources, The Plan will be enhanced and improved to address economic development, housing choice and affordability, energy and climate change impacts, healthy communities and food systems. The enhanced Plan will involve a greater focus on sustainable development performance measures and outcomes and active engagement with many important regional and local partners to identify and implement strategies to improve Chittenden County’s long-term sustainability. CCRPC will consider the Regional Plan for adoption in Spring 2013.
