I-89 Bolton and Milton Interchanges Assessment

Description:
Born out of the I-89 2050 Study, this assessment reviewed two interchange concepts, one in Milton near the West Milton Road bridge over I-89, and one in Bolton near the Bolton Valley Access Road. Both locations have previously underwent some form of study. However, the previous studies date back to the late 1980s/early 1990s. This assessment served to review modern geometric design standards and environmental requirements as they pertain to each conceptual interchange.

The Exit 17 Scoping Study was initiated in the spring of 2013 through its inclusion in the Chittenden County Regional Planning Commission’s (CCRPC) Unified Planning Work Program (UPWP). The focus of this scoping study was to develop and evaluate build alternatives for relieving congestion, increasing safety, and improving bicycle conditions at the I-89 Exit 17 interchange and adjacent intersection of US 2 and US 7—locally known as Chimney Corners—near the Colchester/Milton town line in Chittenden County, Vermont.

Interstate 89 Exit 16 Scoping Study ~ Final Scoping Report

Description:
The Town of Colchester, the Chittenden County Metropolitan Planning Organization and the Vermont Agency of Transportation partnered in an effort to develop short and medium term transportation improvements for the US 2/7 corridor at the Exit 16 interchange. The goal of these improvements is to alleviate congestion and improve public safety which will consequently allow this commercial district to fully develop. The purpose of the study is to develop and evaluate design alternatives that increase safety, reduce traffic congestion and support economic growth in the US 2/7 (Roosevelt Highway) corridor at the I-89 Exit 16 area in Colchester. This study follows the 2009 Exit 16 Circulation Study which helped identify corridor issues and develop viable alternatives for improvements that were effective, yet reasonable in terms of impacts and costs. This scoping study further analyzes traffic impacts, explores design alternatives in detail and determines resource impacts for each alternative including detailed cost estimates.

I-89 Exit 12B Interstate Access Analysis Report

The purpose of this report is to address the requirements of the Federal Highway Administration (FHWA) Interstate Access Policy as it relates to a proposed interchange between I-89 and VT State Route 116 in South Burlington, VT (Exit 12B). It will be used to seek preliminary approval of a new access to the interstate from FHWA and provides information that will support the continued planning and analysis of the proposed project. The FHWA Interstate Access Policy was established to ensure that new access points achieve their intended purpose without significantly reducing the ability of the interstate to safely and efficiently accommodate through traffic. To satisfy the FHWA Access Policy, an Interstate Access Justification Report (IJR) must be prepared that provides the analyses necessary to address eight requirements that define the approach to the study and are generally related to traffic operations and safety, transportation planning and land use planning.

The purpose of this study is to explore innovative financing options for the construction of a proposed new interchange between I-89 and VT 116 in the City of South Burlington, VT (referred to as Exit 12B). The report responds to the requirements of Section 99 of Act No. 50 (H.438) of the 2009-2010 Legislature, which charged the Chittenden County Metropolitan Planning Organization (CCMPO) with completing a pilot project to "... examine the potential for a public-private initiatives program...for the advancing of an interchange on Interstate 89 along Vermont Route 116 in South Burlington...".
