This impact fee study report proposes how land use development in the form of additional transportation capacity in the city of Burlington can accommodate new users and the demand they generate on existing infrastructure. Impact fees are a type of land use regulation that local governments use to generate revenue to construct additional mobility capacity to address and mitigate this demand. The CCRPC, on behalf of the City of Burlington, retained RSG to develop this needs study to identify a fair and equitable impact fee structure for its transportation investments.
