The goal of this update to the CCRPC's Active Transportation Plan (ATP) is to produce a region-wide Plan for existing and future bicycle and pedestrian facilities and programs that will serve as the active transportation element of the CCRPC’s long-range Metropolitan Transportation Plan (MTP). This plan update builds upon previous plans and projects and ensures that ongoing active transportation initiatives are coordinated across the County to provide a cohesive and useful pedestrian and bicycle network.

The Richmond Bike, Walk, and Trails Plan provides a vision, goals and priorities to improve walking and biking in Richmond. Description:
CarShare Vermont used UPWP funding to support our efforts to better meet the transportation needs of households with lower incomes by conducting outreach about the expansion of our carsharing service at four affordable housing developments in the Burlington area, and to promote awareness about our MobilityShare membership, which provides free memberships and subsidized driving rates to residents of the properties (and to all income eligible households in the community). This study helped inform an MTI grant awarded by the Vermont Agency of Transportation in late 2020 to introduce electric carsharing onsite at the affordable housing sites to improve access to both our service and to EVs, recognizing that EV access through ownership may be impossible or undesired for many individuals and households.

In 2017, the CCRPC completed an update of the region’s Active Transportation Plan (ATP) with the goal of creating “a safe, comfortable, and connected regional network of pedestrian and bicycle routes that appeal to all ages and abilities.” Developing a “robust” bicycle count program was one of the key non-infrastructure recommendations in the ATP. The UVM Transportation Research Center (“TRC”) was contracted to evaluate current bicycle data collection efforts in the region, identify gaps and limitations, and make recommendations on how to develop a comprehensive bicycle count program that could better support the region’s bicycle planning objectives.

Final report available here: https://www.oldspokeshome.com/one-mobility-audit The Old North End (ONE) is Burlington’s most economically, ethnically, and socially diverse community. The historically working-class neighborhood is a vibrant collective of arts, food, small business, and community-centered services, and is home to much of Burlington’s lower-income and migrant populations. This neighborhood mobility audit by the Old Spokes Home (bike shop and non-profit) sought to identify transportation investments that will improve pedestrian, bicycle, and transit access for traditionally underserved residents within the ONE to area jobs and essential services. A survey of those residents helped the project team to understand residents’ specific experiences, needs and barriers. Recommendations are made to enhance walking, biking, and transit connections to area jobs and essential services (e.g., shopping, educational centers, medical care facilities, etc.) at a neighborhood level, as well as suggestions on how to involve and engage traditionally underserved populations in planning projects.

The three contiguous communities of Cambridge, Underhill, and Jericho are seeking to develop a
comprehensive “alternative” transportation system (i.e. one that does not rely heavily on single-occupancy auto) to serve their residents. This area has come to be called the “Tri-Town” area. The purpose of this study is to examine the range of possibilities for accomplishing this including various modes and services, organizational and administrative structures, and funding. It is intended that the results be relevant not only to the Tri-Town area but also for other rural portions of the GMT region.

Description:
This report details CarShare Vermont’s key findings and recommendations for effectively integrating electric vehicles (EVs) into shared fleets following a research-turned-pilot project. CCRPC funding supported research and planning, then CarShare Vermont self-funded a project to pilot our first EV with in-kind support from the Burlington Electric Department. The report provides more than 12 months of data about how the EV was used and by whom, its environmental impacts, and the financial and operational implications of converting to an electric fleet, as well as our recommendations for policies that will better support the integration of EVs into carsharing systems.
